The fiscal agent for the consortium is the
Jefferson County Educational Service Center, located in Steubenville, Ohio. In its capacity as fiscal agent, the
Jefferson County Educational Service Center has engaged the services of outside auditors to maintain the accuracy and integrity of the financial records of the consortium, including monthly financial reports provided to individual member organizations. Individual member organizations have the capability to daily monitor their financial activities.
The records of the consortium are maintained on a cash accounting basis in accordance with generally accepted accounting principles. The
Jefferson County Educational Service Center utilizes the services of
U.S. Bank, that acts as the official trustee custodian of member and consortium funds and the services of a professional money manager,
RedTree Investments Services, to oversee the assets of the consortium and its member groups.
